The central and official platform for applications to enrol in German universities is "uni assist" (University Application Service for International Students), covering most of the German HE institutions (there are several other universities that require direct applications): http://www.uni-assist.de/index_en.html All international applications are channeled and processed through this service (with moderate administration fees).
